<h3><strong>The demonstrations, across Brazil and even carried out by Brazilians abroad, are really about inequality and injustice &#8212; the foundations of corruption and impunity.</strong></h3>
<p>The parrot José &#8211;a puppet sidekick&#8211; said almost nothing for the first hour of Ana Maria Braga&#8217;s TV Globo morning show, <a href="http://tvg.globo.com/programas/mais-voce/" target="_blank">Mais Você</a>, today. Braga, who usually treats her viewers  to recipes, health, beauty and personal growth, declared that yesterday&#8217;s protests would go down in Brazilian history. <a href="http://tvg.globo.com/programas/mais-voce/videos/t/programas/v/ana-maria-comeca-o-mais-voce-comentando-as-manifestacoes-populares-pelo-brasil/2640633/" target="_blank">&#8220;It&#8217;s legitimate to want a more just society,&#8221; she concluded.</a></p>
<p>For decades, the lower classes have suffered inhuman commutes to their jobs. The twenty-cent bus fare hike in Rio de Janeiro and São Paulo (<a href="http://riorealblog.com/2013/06/14/we-can-make-rio/" target="_blank">which sparked initial protests</a>) is part of a larger, oppressive public transportation issue, which in turn represents a larger oppressive political and social structure. Lack of public- and private-sector transparency, accountability and dialogue are key parts of the story. For example, the Rio bus companies haven&#8217;t made public <a href="http://outraspalavras.net/outrasmidias/?p=12643" target="_blank">their real costs</a>, so citizens can&#8217;t judge for themselves whether the fare hike is just. A recent <em>Globo</em> newspaper story noted that they <a href="http://oglobo.globo.com/rio/contrato-de-empresas-de-onibus-do-rio-obra-de-ficcao-8405273" target="_blank">haven&#8217;t complied with concession requirements</a>.</p>

<p>Brazilians blame their elected officials. Whoever carried out the <a href="http://oglobo.globo.com/rio/rio-amanhece-com-marcas-de-vandalismo-violencia-apos-passeata-pacifica-que-reuniu-100-mil-no-centro-8725916" target="_blank">violent attack last night on the Rio State Legislature building</a> &#8212; a small group, compared to the 100,000 who peacefully filled Avenida Rio Branco &#8212; notably did not choose the Municipal Theater, the National Library, or the National Fine Arts Museum, all nearby. Sadly, their vandalism did spill over onto the colonial-era Paço Imperial and some nearby shops and cars; some also battled with police, who used firearms. In São Paulo, a small group also <a href="http://www1.folha.uol.com.br/cotidiano/2013/06/1296910-avenida-morumbi-segue-parcialmente-interditada-por-conta-de-protesto.shtml" target="_blank">tried to attack the governor&#8217;s Bandeirantes Palace</a>.</p>

<p>TV Globo, which last week gave initial protests short shrift and is <a href="http://noticias.terra.com.br/brasil/cidades/sp-manifestantes-expulsam-equipe-da-globo-e-hostilizam-partidos,7264e7c0ac35f310VgnVCM20000099cceb0aRCRD.html" target="_blank">so reviled by protesters</a> that its reporters last night used unmarked microphones, has gotten on the bandwagon. Even the <a href="http://tvg.globo.com/programas/encontro-com-fatima-bernardes/" target="_blank">women&#8217;s program that follows Braga&#8217;s</a> focused on the demonstrations, providing analysis. And when Globo gets on the bandwagon, it goes places &#8212; even if no one has a clear idea of the wagon&#8217;s itinerary.</p>
<p>Before the protests, which <a href="http://www.estadao.com.br/noticias/cidades,protestos-reunem-230-mil-em-12-capitais-e-governantes-viram-alvo,1043614,0.htm" target="_blank">mobilized an estimated 230,000 in twelve state capitals</a>, FIFA General Secretary Jerôme Valcke this past April <a href="http://www.reuters.com/article/2013/04/24/us-soccer-fifa-idUSBRE93N18F20130424" target="_blank">voiced his irritation with Brazil&#8217;s democracy</a>, born only 28 years ago. &#8220;When you have a very strong head of state who can decide, as maybe Putin can do in 2018&#8230;that is easier for us organizers than a country such as <a title="Full coverage of Germany" href="http://www.reuters.com/places/germany">Germany</a>&#8230;.where you have to negotiate at different levels [of government].&#8221;</p>

<p>The protests in Brazil are occurring &#8211;more are planned later this week, with calls for a general strike July 1, as the <a href="http://www.fifa.com/confederationscup/destination/cities/index.html" target="_blank">Confederations Cup </a>(a FIFA soccer championship that precedes the 2014 World Cup, which also takes place in Brazil) gets under way, in six cities. Brazilians cheered across the nation when Rio de Janeiro won the chance to hold the 2016 Olympics. But now, as their tax money pours into overpriced mega-event infrastructure (and, many say, the pockets of politicians and other middlemen), they&#8217;re waking up to what those same funds <a href="http://copadomundo.uol.com.br/noticias/redacao/2013/04/24/excesso-de-democracia-no-brasil-afeta-organizacao-da-copa-diz-valcke.htm" target="_blank">could do in the long-neglected areas of education, health, public safety and transportation</a>.</p>
<p>The internet has helped spread information and create networks. Brazilian twenty-somethings seem akin to American baby boomers. Many, unlike their jaded forebears, are idealists, and believe in their capacity to change the country. Leaders of the <a href="http://saopaulo.mpl.org.br/" target="_blank">Movimento Passe Livre</a>, on <a href="http://tvcultura.cmais.com.br/rodaviva/roda-viva-movimento-passe-livre-17-06-2013-bloco-1" target="_blank">last night&#8217;s Roda Viva TV program</a>, were impressively articulate and convincing about their reasons for demanding free bus fare and for organizing what has become a national movement.</p>

<p>The mega-events crown a decade or so of social and economic change, with millions leaving poverty and joining the formal economy. Rio&#8217;s favelas, for example, have seen <a href="http://oglobo.globo.com/rio/nas-favelas-uma-decada-de-conquistas-8702657" target="_blank">a significant real increase in income</a>. Universities, both public and private, have accepted a growing number of low-income students. Unemployment is at record lows.</p>
<p>Brazil&#8217;s poor have long pressured for social and economic inclusion. The 1964 coup, carried out in the context of the Cuban Revolution, was meant to keep the lid on such pressure. Technocrats, during the 1964-85 military government, said that economic gains would trickle down, and some did. But huge gaps persisted.</p>

<p>Once hyperinflation (created by the dictatorship) was tamed in 1994, the minimum wage saw real increases and income transfer programs could be expanded. Under President Lula, the lid at last came off &#8212; and cannot be put back on. For a country whose political and social structures were basically built on a two-tier system of  justice, education, transportation and health care, the challenges are now enormous.</p>
<p>Some signs are heartening. Yesterday, when movement leaders met with São Paulo police to discuss their protest route, the state Military Police chief had a <a href="http://ultimosegundo.ig.com.br/brasil/sp/2013-06-17/comandante-geral-da-pm-sugere-politizacao-de-protestos-em-sao-paulo.html" target="_blank">suggestion</a>: &#8220;I&#8217;d like you to hold other demonstrations, for example, against impunity and for the imprisonment of the <em>mensaleiros</em>&#8221; (congressmen convicted for accepting monthly payments for their votes, but still at large).</p>

<h3><strong>Protestos contra aumentos de tarifa de ônibus chacoalham Rio e São Paulo</strong></h3>

<p>A passagem subiu em apenas vinte centavos, a partir do dia primeiro de junho. Mas o aumento parece ser a  pontinha de um iceberg de descontentamento nas maiores cidades do Brasil.</p>
<p>Os <a href="https://www.facebook.com/photo.php?fbid=586137331408665&amp;set=a.214311198591282.56348.100000372108889&amp;type=1&amp;theater" target="_blank">incrementos </a>vieram num momento em que os preços sobem em geral, instigando lembranças dos anos 1980s, o que preocupa investidores e economistas. Em ambas as cidades, a polícia teria atacado, sem motivo aparente <span style="line-height:1.5;">(relatos de São Paulo sugerem que alguns policiais, engajados em complexos questões de crime que envolvem facções, possivelmente tenham, eles mesmos,</span><span style="line-height:1.5;"> </span><a style="line-height:1.5;" href="http://oglobo.globo.com/pais/videos-internautas-denunciam-abusos-da-policia-8689189" target="_blank">protestado</a><span style="line-height:1.5;">), </span><span style="line-height:1.5;">manifestantes e jornalistas que não cometiam atos violentos. Hoje, a </span><a style="line-height:1.5;" href="http://www1.folha.uol.com.br/cotidiano/2013/06/1295069-secretario-de-seguranca-e-governador-de-sp-defendem-atuacao-da-pm-durante-protestos.shtml" target="_blank">mídia retrata</a><span style="line-height:1.5;"> os feridos, além dos </span><a style="line-height:1.5;" href="http://oglobo.globo.com/rio/cidade-amanhece-com-rastro-de-destruicao-apos-protesto-contra-aumento-das-passagens-de-onibus-8685844" target="_blank">resultados de vandalismo </a><span style="line-height:1.5;"> nos centros das duas cidades &#8212; mas foi alvo de críticos, que disseram sentir a falta de um jornalismo mais isento, amplo e profundo.</span></p>
<p><span style="color:#ff0000;">[Dia 15, <em>O Globo</em> publicou na coluna "Negócios e Cia" uma notícia digna de primeira página: O Ministério Público do Rio até hoje não conseguiu acesso às planilhas de custos das empresas de ônibus, para poder analisar as verdadeiras necessidades para ajuste no preço da passagem. Além disso, a colunista Flávia Oliveira publica que as passagens de ônibus no Rio subiram 22,9% desde 2011, enquanto a inflação carioca foi de 17,24%. O grupo Meu Rio <a href="https://www.facebook.com/photo.php?fbid=604075896291653&amp;set=a.270847186281194.73441.241897672509479&amp;type=1&amp;theater" target="_blank"><span style="color:#ff0000;">talvez tenha conseguido mais informações</span></a> do que o MP.]</span></p>

<p><span style="color:#444444;line-height:1.5;">Pode ser que as tentativas, no Rio de Janeiro, de melhorar o transporte público, atiçaram uma sensação latente de que o sistema está assentado num profundo desrespeito pelos passageiros e empregados, ou seja, as classes mais baixas. Motoristas com pouco treinamento, sobrecarregados, correm além do limite da velocidade e não param onde devem. Muitos ônibus ainda são decrépitos. Até a nova pista dedicada aos ônibus articulados, a Transoeste, é uma</span><a style="line-height:1.5;" href="http://oglobo.globo.com/rio/um-ano-depois-de-inaugurado-brt-transoeste-ainda-tem-15-estacoes-inacabadas-8648004" target="_blank"> construção incompleta e de baixa qualidade</a><span style="color:#444444;line-height:1.5;">, com dezenas de cariocas feridos e mortos em atropelamentos, desde a inauguração.</span></p>

<p>Talvez essas classes baixas, que agora ocupam uma posição mais alta na pirámide socioeconômica do que antigamente, que agora escolhem seus trabalhos num contexto de pouco desemprego, sendo que alguns já tiveram a chance de viajar e experimentar o transporte público de outras cidades, estejam neste momento preocupados com a mordida da inflação nos seus ganhos, <a href="http://www.riogringa.com/my_weblog/2013/06/brazils-bus-fare-protests-more-than-20-cents.html" target="_blank">e sintam que chegou a hora de ir para as ruas, de levantar a voz</a>.</p>
<p>&#8220;Os protestos já não são sobre o aumento da tarifa dos transportes. Lá, encontrei jovens de várias regiões da cidade, ditos engajados ou não, exigindo a participação popular na escolha dos rumos que a nossa cidade está tomando. Há uma mistura nítida de corpos e ideias nas ruas &#8211; anarquistas, torcida de futebol, movimento sem teto, estudantes, e até as velhas juventudes dos partidos políticos com suas bandeiras, que não suprimem a sensação de um movimento suprapartidário,&#8221; diz Bruno F. Duarte, recentemente formado em comunicação e cinema pela PUC-Rio, e que marchava ontem à noite no Centro da cidade.</p>

Os protestos, durante os quais houve </span><a style="line-height:1.5;" href="http://extra.globo.com/noticias/brasil/protesto-em-sao-paulo-reporter-ferida-no-olho-publica-depoimento-sobre-que-aconteceu-8686548.html" target="_blank">violência </a> e<span style="line-height:1.5;"> </span><a style="line-height:1.5;" href="http://oglobo.globo.com/rio/cidade-amanhece-com-rastro-de-destruicao-apos-protesto-contra-aumento-das-passagens-de-onibus-8685844" target="_blank">prisões </a>nas duas cidades<span style="line-height:1.5;">, acontecem no meio de mudanças no mundo todo, no âmbito da relação do indivíduo com a sociedade.</span></p>

<p>Não mais os cidadaos devem <span style="line-height:1.5;">depender unicamente de seus governos, para tratar dos assuntos urbanos, disseram vários participantes na conferência </span><a style="line-height:1.5;" href="http://www.newcitiessummit2013.org/" target="_blank">New Cities Summit</a><span style="line-height:1.5;">, que aconteceu em São Paulo entre os dias 4 e 6 de junho.</span></p>
<p>&#8220;Desistam de ter esperanças por uma liderança forte,&#8221; disse Ashwin Mahesh, um pregador indiano de &#8216;urbanismo <em>open-source</em>&#8216; que <a href="http://www.nextbigwhat.com/mapunity-btis-gis-startup-interviewhtml-297/" target="_blank">redesenhou o sistema caótico de tráfego em Bangalore </a>. O prefeito de Porto Alegre, José Fortunati, apresentou o orçamento participativo daquela cidade, iniciado em 1989 e em vigor até hoje. Oded Grajew explicou como seu <a href="http://www.nossasaopaulo.org.br/portal/" target="_blank">Rede Nossa São Paulo</a> acompanha os políticos com todo cuidado, tendo desempenhado um papel decisivo na última eleição municipal. E a norteamericana Lily Liu mostrou <a href="https://www.publicstuff.com/" target="_blank">um aplicativo colaborativo e amigável aos usuários</a> que vai muito além do <a href="http://www.1746.rio.gov.br/" target="_blank">site 1746</a> do Rio, para relatar problemas aos responsáveis &#8211; e que dentro de breve <span style="line-height:1.5;">pode estar chegando à Cidade Maravilhosa.</span></p>

<p>Claro que dever haver colaboração entre a sociedade civil e os governos, como aponta um  <a href="http://www.newyorker.com/reporting/2013/05/27/130527fa_fact_packer" target="_blank">artigo recente da revista</a><a style="line-height:1.5;" href="http://www.newyorker.com/reporting/2013/05/27/130527fa_fact_packer" target="_blank"> New Yorker</a><span style="line-height:1.5;">, criticando os geeks jovens que endeusam seus  smartphones.</span></p>
<h3><strong>Não apenas os jovens se sentem excluídos</strong></h3>
<p>Nos últimos quinze dias, experientes arquitetos e urbanistas cariocas, que dizem ter ficado até então de fora do processo decisório, finalmente tiveram a chance de opinar. Após um pequeno porém acirrado debate no <a href="http://riorealblog.com/2013/06/01/especialistas-criticam-a-prefeitura/" target="_blank">OsteRio </a>, o capítulo carioca do Instituto dos Arquitetos Brasileiros sediou uma reunião na segunda-feira passada, de pelo menos duzentas pessoas, muitas das quais tomaram o microfone para criticar os planos para o centro da cidade, apresentados por Washington Fajardo, que ocupa o cargo municipal de Presidente do Instituto do Patrimônio da Cidade.</p>

<p>Como resultado disso, o prefeito Eduardo Paes disse que <a href="http://oglobo.globo.com/rio/prefeitura-deve-mudar-projeto-viario-para-centro-8672842" target="_blank">pode mudar os planos de transporte em massa </a> para a avenida Rio Branco e para a rua Primeiro de Março. Os que estiveram presentes também criticaram a prefeitura pelas remoções e a política de habitação, além das políticas que podem exacerbar o espraiamento urbano, em direção  à Zona Oeste.</p>

<p>Os manifestantes tanto no <a href="https://www.facebook.com/events/150033615181667/?fref=ts" target="_blank">Rio </a>como em <a href="http://www1.folha.uol.com.br/cotidiano/2013/06/1294919-maioria-da-populacao-e-a-favor-dos-protestos-mostra-datafolha.shtml" target="_blank">São Paulo dizem que irão voltar às ruas </a>até que a tarifa abaixe. Se alimentam de esperança, ao acompanhar o sucesso de uma <a href="http://g1.globo.com/rs/rio-grande-do-sul/noticia/2013/04/liminar-suspende-aumento-da-passagem-de-onibus-em-porto-alegre.html" target="_blank">batalha parecida, em Porto Alegre</a>. Alguns brasileiros também estão de olho nos protestos em Istanbul, Turquia, como exemplo de expressão do descontentamento urbano. Lá, as questões locais parecem estar misturados com assuntos nacionais, e os dissidentes estão as turras com o primeiro ministro.</p>
<p>Aqui, a transferência da capital para Brasília em 1960 por Juscelino Kubitschek tinha como objetivo parcial evitar tais confrontos. Mas a distância física não é uma barreira tão grande hoje em dia como já foi, a sociedade está em transformação e os cidadaos podem estar começando a se sentir mais poderosos, pelo menos nas cidades maiores do Brasil. Depois da violência de ontem à noite, resta ver como os políticos e as polícias  &#8211; no Rio de Janeiro lidando com muitas necessidades ao mesmo tempo &#8212; irão responder ao próximo desafio.</p>
<p>No meio tempo, o ônibus ainda custa R$ 2.95 e trocar três reais não é fácil.</p>

<h3><strong>Protests against bus fare hikes rock Rio and São Paulo</strong></h3>
<p>Bus fare costs only twenty centavos more than it used to, as of June 1. But the increase seems to be the tiny tip of an iceberg of discontent in Brazil&#8217;s largest cities.</p>
<p>The <a href="https://www.facebook.com/photo.php?fbid=586137331408665&amp;set=a.214311198591282.56348.100000372108889&amp;type=1&amp;theater" target="_blank">hikes </a>came as price rises in general stir memories of the 1980s, worrying investors and economists. In both cities, police are said to have engaged in gratuitous attacks on peaceful marchers and journalists (reports from São Paulo hint that police, engaged in complex crime issues involving gangs, may have actually <a href="http://oglobo.globo.com/pais/videos-internautas-denunciam-abusos-da-policia-8689189" target="_blank">done some protesting</a> of their own). Today&#8217;s <a href="http://www1.folha.uol.com.br/cotidiano/2013/06/1295069-secretario-de-seguranca-e-governador-de-sp-defendem-atuacao-da-pm-durante-protestos.shtml" target="_blank">media portray</a> the injured, as well as the <a href="http://oglobo.globo.com/rio/cidade-amanhece-com-rastro-de-destruicao-apos-protesto-contra-aumento-das-passagens-de-onibus-8685844" target="_blank">effects of vandalism</a> in both downtown areas&#8211; but have been criticized for not reporting fully enough.</p>
<p>It may be that Rio&#8217;s attempts to improve public transportation have awakened a long dormant sense that the system is based on deep disrespect for passengers and employees, i.e. the lower classes. Poorly-trained and overworked drivers speed and don&#8217;t stop where they should, while many buses are still decrepit. Even the newly-built Transoeste dedicated bus lane has suffered from low-quality and <a href="http://oglobo.globo.com/rio/um-ano-depois-de-inaugurado-brt-transoeste-ainda-tem-15-estacoes-inacabadas-8648004" target="_blank">incomplete construction</a>, with dozens of cariocas injured and killed in accidents, since its inauguration.</p>
<p>Perhaps those lower classes, now occupying a higher part of the socioeconomic pyramid than they used to, now able to pick and choose jobs given low unemployment, some of whom have had a chance to travel and experience public transportation in other cities,<span style="line-height:1.5;"> now concerned that inflation could eat into their gains, <a href="http://www.riogringa.com/my_weblog/2013/06/brazils-bus-fare-protests-more-than-20-cents.html" target="_blank">feel the time has come to take to the streets, to speak out</a>. <span style="color:#ff0000;">[<a href="https://www.youtube.com/watch?feature=player_embedded&amp;v=AIBYEXLGdSg" target="_blank"><span style="color:#ff0000;">This video</span></a>, posted June 14, puts the protests into a broad context of longtime political injustice.]</span></span></p>
<p>&#8220;The protests aren&#8217;t about the fare increase. I saw young people from different parts of the city, some politicized, some not, demanding popular participation in choosing the path our city is taking. There is a clear mixture of bodies and ideas in the streets &#8211; anarchists, soccer fans, people from the homeless movement, students, and even the good old political party youth with their flags, which fail to suppress the sense of a movement that is above all political parties,&#8221; says Bruno F. Duarte, a recent PUC-Rio communication/cinema graduate who was downtown last night.</p>
<p>The twenty centavos could represent a tipping point in Rio&#8217;s general panorama, as citizens wake up to authoritarian government and <span style="line-height:1.5;">a longtime lack of dialogue, as </span><a style="line-height:1.5;" href="http://www1.folha.uol.com.br/cotidiano/2013/06/1294169-cresce-o-n-de-homicidios-e-de-assaltos-em-abril-no-estado-do-rio.shtml" target="_blank">crime rates rise</a><span style="line-height:1.5;"> and the city prepares for two megaevents, this and next month. The protests, which </span><a style="line-height:1.5;" href="http://extra.globo.com/noticias/brasil/protesto-em-sao-paulo-reporter-ferida-no-olho-publica-depoimento-sobre-que-aconteceu-8686548.html" target="_blank">involved violence</a><span style="line-height:1.5;"> and </span><a style="line-height:1.5;" href="http://oglobo.globo.com/rio/cidade-amanhece-com-rastro-de-destruicao-apos-protesto-contra-aumento-das-passagens-de-onibus-8685844" target="_blank">arrests </a><span style="line-height:1.5;">in both cities, are taking place amid worldwide changes regarding the individual in society.</span></p>

<p>No longer must citizens look solely to government to address urban issues, said many participants in the <a href="http://www.newcitiessummit2013.org/" target="_blank">New Cities Summit</a>, which took place in São Paulo from June 4 to 6.</p>
<p>&#8220;Give up on the hope for strong leadership,&#8221; said Ashwin Mahesh, an Indian preacher of &#8216;open-source urbanism&#8217; who <a href="http://www.nextbigwhat.com/mapunity-btis-gis-startup-interviewhtml-297/" target="_blank">redesigned Bangalore&#8217;s chaotic traffic system</a>. Porto Alegre&#8217;s mayor, José Fortunati, presented that city&#8217;s participatory budget, initiated in 1989, carried out to this day. Oded Grajew explained how his <a href="http://www.nossasaopaulo.org.br/portal/" target="_blank">Rede Nossa São Paulo</a> keeps close watch on politicians and had a decisive role in the last municipal election. And Lily Liu presented <a href="https://www.publicstuff.com/" target="_blank">a collaborative and user-friendly application</a> that goes way beyond Rio&#8217;s <a href="http://www.1746.rio.gov.br/" target="_blank">1746 site</a> and phone number for reporting problems &#8212; and could soon be coming to the Marvelous City.</p>
<p><a href="http://davidsasaki.name/2013/06/what-i-learned-at-the-new-cities-summit/" target="_blank">The Summit</a> brought news of a world trend. <a href="http://nextcity.org/forefront/view/the-post-hero-economy" target="_blank">This new book</a> presents research showing that urban revitalization can only work when networks are created among different class, social and political groups. <a href="http://favelissues.com/2013/05/27/inspiring-talks-2-architecture-for-the-people-by-the-people/" target="_blank">This post</a> links to a TED talk about architecture for and by the people. And <a href="http://www.imacitychanger.org/imacc/" target="_blank">this site</a> celebrates and shares individual efforts to change cities.</p>
<p>Of course, there must be collaboration between civil society and government, as a recent <a href="http://www.newyorker.com/reporting/2013/05/27/130527fa_fact_packer" target="_blank">article in the New Yorker magazine</a> points out, criticizing young geeks who worship their smartphones.</p>
<h3><strong>Not only the young feel left out</strong></h3>
<p>In the last two weeks, well-established Rio architects and urban planners, who say they&#8217;d been excluded from decision-making until now, finally made themselves heard. Following a small but heated <a href="http://riorealblog.com/2013/06/01/urban-planners-and-architects-find-fault-with-city-hall/" target="_blank">OsteRio debate</a>, the Rio chapter of the Brazilian Architects&#8217; Institute held a meeting this past Monday, attended by at least 200 people, many of whom took the microphone to criticize the plans for downtown presented by Washington Fajardo, the city&#8217;s president of the Rio World Heritage Institute.</p>

<p>As a result, mayor Eduardo Paes later said <a href="http://oglobo.globo.com/rio/prefeitura-deve-mudar-projeto-viario-para-centro-8672842" target="_blank">he may change mass transportation plans</a> for Avenida Rio Branco and Rua Primeiro de Março. Those present also criticized the city for its removal and housing policies, as well as those which could exacerbate urban sprawl.</p>

<p>Protesters in both <a href="https://www.facebook.com/events/150033615181667/?fref=ts" target="_blank">Rio </a>and <a href="http://www1.folha.uol.com.br/cotidiano/2013/06/1294919-maioria-da-populacao-e-a-favor-dos-protestos-mostra-datafolha.shtml" target="_blank">São Paulo say they&#8217;ll be back on the streets</a> until fare increases are rescinded. They take heart in success achieved in a <a href="http://g1.globo.com/rs/rio-grande-do-sul/noticia/2013/04/liminar-suspende-aumento-da-passagem-de-onibus-em-porto-alegre.html" target="_blank">similar battle, in Porto Alegre</a>. Some Brazilians also look to the protests in Istanbul, Turkey, as an example for the expression of urban discontent here. There, local issues seem to be conflated with national issues and dissidents are at odds with the nation&#8217;s prime minister.</p>
<p>Here, Juscelino Kubitschek&#8217;s transfer of the national capital to Brasília in 1960 was partly meant to avoid such confrontations. But physical distance is less of a barrier than it used to be, society is changing and citizens may be starting to feel more powerful, at least in Brazil&#8217;s biggest cities. After last night&#8217;s violence, i<span style="line-height:1.5;">t remains to be seen how politicians and police forces &#8211;in Rio, grappling with so much at once &#8212; will respond next.</span></p>
<p>Meanwhile, the bus still costs R$ 2.95 and change is scarce for three <em>reais</em>.</p>

<p>Perhaps for the first time ever, Rio&#8217;s urban planning <em>inteligentsia</em> came together in public, last Monday, for an <a href="https://www.facebook.com/groups/290590927664327/" target="_blank">OsteRio</a> debate, &#8220;A city in transformation: urban interventions in Rio de Janeiro&#8221;.</p>
<p>There was quite a bit of consensus among the specialists.</p>
<p>The main criticisms they raised were:</p>
<ul>
<li><strong>Mobility</strong>. Three of the four BRTs connect with Barra. Nothing has been done to revitalize existing suburban train lines. Rio&#8217;s transportation model is linear, when it should be nodal, with interlinking networks.</li>
</ul>
<ul>
<li><strong>Morar carioca</strong>. The program to upgrade all favelas by 2020 seems to be stuck on the drawing board.</li>
</ul>
<ul>
<li><strong>Avenida Rio Branco</strong>. There&#8217;s been no debate on the decision to close Cinelândia to traffic and make it a pedestrian area. It could turn into an empty zone, with a loss of historic character.</li>
</ul>
<ul>
<li><strong>Too much focus on Barra.</strong> This could cause an impoverishment of other neighborhoods, particularly in the North Zone, in terms of both investment and population.  To lower the cost of urban services and those of the private sector as well , cities worldwide today value density; Rio seems to be doing the opposite.</li>
</ul>
<ul>
<li><strong>Lack of an aesthetic vision for the Port area</strong>. Commercial interests seem to predominate, in decisions about what the revitalized region will come to look like.</li>
</ul>
<ul>
<li><strong>Lack of metroplitan vision.</strong> It&#8217;s time for Rio to join with neighboring cities for the planning and execution of many public policies. (In fact, a new group, the Casa Fluminense, came together this year under this banner, and is working on a metropolitan agenda for 2017. At the end of May, the Casa organized <a href="http://casafluminense.org.br/uncategorized/encontro-discute-agenda-metropolitana" target="_blank">a day focused on the metropolis</a>, which included an<a href="http://issuu.com/casafluminense/docs/casa_fluminense_-_caxias_24052013" target="_blank"> extremely useful presentation by  economist Mauro Osório</a>).</li>
</ul>
<ul>
<li><strong>Lack of dialogue.</strong> With a barely autonomous City Council that hardly represents citizens&#8217; concerns, a press that provides sketchy coverage of city issues and an authoritarian mayor, what remains is the <em>Ministério Público</em>, or public prosecutor&#8217;s office &#8212; weakened by the omissions of the other actors.</li>
</ul>

<p>Washington Fajardo, planner and architect, the young president of the city&#8217;s Rio World Heritage Institute, found himself somewhat isolated, even as he shared the microphone with Luís Fernando Janot and Flávio Ferreira, both urban planners with long careers. In the audience was another experienced planner, Sérgio Magalhães, president of the Rio chapter of the Institute of Brazilian Architects.</p>
<p>Fajardo noted that the city is in fact investing in the North Zone, with the <a href="http://www.rio.rj.gov.br/web/smo/exibeconteudo?article-id=1030914" target="_blank">Bairro Maravilha</a> program, the <a href="http://pt.wikipedia.org/wiki/Parque_de_Madureira" target="_blank">Madureira Park</a>, and the long-dreamed-of drainage of the Praça da Bandeira. He said that mobility will change radically in Rio in the next few years. And he assured his listeners that the Morar Carioca program will indeed happen, with its 2020 &#8220;goal maintained&#8221;, and the bidding process about to take place.</p>
<p>Sérgio Magalhães and Luís Fernando Janot, who write regular columns in <em>O</em> <em>Globo</em>, often publish their ideas (Magalhães in fact may be the first to have suggested, to a large audience, <a href="http://cidadeinteira.blogspot.com.br/" target="_blank">an alternative to the construction of low-income housing</a>). But, aside from their articles and <em>O Globo&#8217;s </em> extensive coverage of the controversies over the Y-shaped pier and land-use issues in the Botanical Gardens, the exchange that occurred at the OsteRio is a rarity.</p>
<p>The night&#8217;s debate also included lay critics, who complained more than they praised, lamenting a gamut of municipal practices, from the exaggerated abundance of newsstands in the Zona Sul, to the obsolete beachfront kiosk project in Copacabana, which fails to take into account changes in urban thinking and in the environment as well.</p>
<p>The issues raised at the OsteRio came from specialists who have experience in developing and implementing public policy. Still, with so much change in progress, it must be hard even for them to imagine what it will be to live and work in Rio de Janeiro five years from now. It&#8217;s easy to criticize, from outside the circles of power.</p>
<p>Notably, Fajardo said he&#8217;s begun to play a new role, that of interlocutor between the Paes administration and society at large. &#8220;City hall has never avoided participating in debate and has never shied away from reviewing plans and actions,&#8221; he said.</p>
<p>Hopefully the exchange begun last Monday will continue, with some degree of intensity.</p>

<p>Juntou-se em público, talvez de forma inédita, a <em>inteligentsia</em> do urbanismo carioca na última segunda-feira, por um debate do <a href="https://www.facebook.com/groups/290590927664327/" target="_blank">OsteRio</a> intitulado &#8220;Uma cidade em transformação: intervençoes urbanas no Rio de Janeiro&#8221;.</p>
<p>Havia  bastante consenso entre os urbanistas.</p>
<p><span style="line-height:1.5;">As críticas principais levantadas foram:</span></p>
<ul>
<li><strong>Mobilidade</strong>. Três dos quatro BRTs fazem conexão com a Barra. Ainda não se pensou em renovar as linhas existentes de trem suburbano. O modelo de transportes no Rio é linear, quando deveria ser nodal, de redes interligadas.</li>
</ul>
<ul>
<li><strong>Morar carioca</strong>. O programa de urbanizaçaõ de todas as favelas da cidade até 2020 não parece ter saído das pranchetas.</li>
</ul>
<ul>
<li><strong>Av. Rio Branco</strong>. Não houve debate sobre a decisão de fechar a Cinelândia aos veículos e torná-la  em ambiente peatonal. Periga se tornar uma área vazia da cidade, com perda de características históricas.</li>
</ul>
<ul>
<li><strong>Foco demais na Barra.</strong> Pode causar o esvaziamento de outros bairros, sobretudo os da Zona Norte, <span style="line-height:1.5;">em termos de investimento e de população. As cidades no mundo todo hoje prezam o adensamento, para baixar os custos de serviços urbanos e os do setor privado; o Rio parece estar fazendo o contrário.</span></li>
</ul>
<ul>
<li><strong>Falta de visão estética para a área do Porto</strong>. O lado comercial estaria predominando, na cara revitalizada que a região terá.</li>
</ul>
<ul>
<li><strong>Falta de visão metropolitana.</strong> Está na hora de o Rio se juntar às cidades vizinhas, para o planejamento e a execução de muitas políticas públicas. (Aliás, um grupo novo, Casa Fluminense, se constituiu neste ano justamente em torno do assunto, focando numa agenda metropolitana para 2017. No fim de maio, a Casa organizou <a href="http://casafluminense.org.br/uncategorized/encontro-discute-agenda-metropolitana" target="_blank">um dia de pensamento sobre a metrópole</a>, que incluiu <a href="http://issuu.com/casafluminense/docs/casa_fluminense_-_caxias_24052013" target="_blank">uma apresentação extremamente útil, feito pelo economista Mauro Osório</a>).</li>
</ul>
<ul>
<li><strong>Falta de diálogo.</strong> Com uma Câmara dos Vereadores pouco autónoma e que pouco representa as ansiedades dos cidadãos, uma imprensa que pouco cobre os assuntos da cidade e um prefeito autoritário, resta o Ministério Público &#8212; enfraquecido pela ausência de atuação das outras entidades.</li>
</ul>

<p>Washington Fajardo, urbanista e arquiteto, o jovem presidente do Instituto Rio Patrimônio da Humanidade, da Prefeitura,  se encontrou um tanto solitário, ao dividir a mesa com Luís Fernando Janot e Flávio Ferreira, ambos urbanistas de longa carreira. Estava na plateia o também experiente urbanista <span style="line-height:1.5;">Sérgio Magalhães, presidente do capítulo carioca do Instituto dos Arquitetos Brasileiros.</span></p>
<p>Fajardo lembrou que a prefeitura está investindo sim na Zona Norte, com o programa <a href="http://www.rio.rj.gov.br/web/smo/exibeconteudo?article-id=1030914" target="_blank">Bairro Maravilha</a>, o <a href="http://pt.wikipedia.org/wiki/Parque_de_Madureira" target="_blank">Parque Madureira</a>, e a tão aguardada drenagem da Praça da Bandeira. Disse ele que a mobilidade no Rio irá mudar radicalmente, nos próximos anos. Assegurou que o Morar Carioca vai acontecer, sim, com a &#8220;meta mantida&#8221;, e as licitações indo em frente, logo.</p>
<p>Sérgio Magalhães e Luís Fernando Janot, sendo articulistas de <em style="color:#444444;">O</em> <em style="color:#444444;">Globo</em>, com frequência expoem <span style="line-height:1.5;">suas ideias (Magalhães, inclusive, talvez seja o primeiro, em um veículo de grande público,</span><span style="line-height:1.5;"> a </span><a style="line-height:1.5;" href="http://cidadeinteira.blogspot.com.br/" target="_blank">sugerir uma alternativa  à construção de moradia para famílias de baixa renda</a><span style="line-height:1.5;">)</span><span style="line-height:1.5;">. Mas, fora os artigos deles e com exeção à cobertura extensiva do <em>Globo</em> das polémicas sobre o</span><span style="line-height:1.5;"> Pier em Y e a ocupação do solo no Jardim Botânico, é difícil haver uma troca tal como a desse encontro do OsteRio. </span></p>
<p>Entre os outros participantes no debate da noite, não faltaram críticos leigos, se queixando mais do que elogiando, lamentando uma variedade de condutas da prefeitura, indo da abundância exagerada de bancas de jornal na Zona Sul ao projeto ultrapassado de quiosques na orla de Copacabana, que não leva em conta mudanças em práticas urbanas e no meio <span style="line-height:1.5;">ambiente .</span></p>
<p>Os questionamentos feitos no OsteRio vêm de pessoas qualificadas, com experiência na elaboração e implementação de políticas públicas. Mesmo assim, com tanta mudança em curso, <span style="line-height:1.5;">nem para eles deve ser fácil imaginar como será morar e trabalhar no Rio de Janeiro daqui a cinco anos. E é fácil criticar, do lado de fora do exercício do poder.</span></p>
<p><span style="line-height:1.5;">Notavelmente, Fajardo disse estar inaugurando uma nova função, fazendo o papel de interlocutor entre a administração do prefeito Eduardo Paes, e a sociedade em geral. &#8220;A prefeitura nunca se furtou a participar de debates e nunca se furtou a rever planos e ações,&#8221; falou. </span></p>
<p>Tomara que tal troca continue, e com intensidade.</p>

<p>Marcelo Ramos, de 38 anos, técnico de telefones, é casado com Gabriela Romualdo, que trabalhava com Recursos Humanos – e cujo pai, Gabriel, tinha uma garagem vazia à disposição. Cleber Araújo Santos, de 37 anos, administrava um setor da oficina mecânica automotiva que faz a manutenção dos veículos dos governos municipal e estadual. A esposa dele, Marluce Maria de Souza, de 31 anos, tinha um salão de beleza. Todos eles vivem no imenso conglomerado de favelas chamado Complexo do Alemão, que abriga por volta de 400 mil cariocas.</p>
<p>A pacificação no Alemão – apesar de problemas importantes – mudou as perspectivas deles.</p>
<p>“Antigamente, chegavam ônibus lotados para os bailes funk”, diz Marluce. “As mulheres faziam cabelo e maquiagem, no salão, e depois iam para a casa de algum amigo ou parente para se arrumar, antes do baile.”</p>
<p>Espetáculos promovidos pelo chefe do tráfico no melhor estilo pão e circo, regado a drogas, os bailes aconteciam todas as noites e entravam madrugada a dentro. “Era difícil de eu fazer o almoço,” Marluce rememora. “Todo mundo comprava carne, fazia churrasco na rua, convidava o pessoal para comer. Tinha churrasqueira a cada cinquenta metros.”</p>

<p>O exército brasileiro invadiu o Alemão em novembro de 2010, em resposta a uma série de incêndios criminosos de veículos, em toda a cidade. Em meados de 2012, os soldados passaram o território para a Polícia Pacificadora.</p>
<p>O salão de beleza viu a clientela minguar. Marluce e Cleber dizem que, apesar de ainda haver comércio de drogas, o fluxo de dinheiro no Alemão diminuiu. Então, eles olharam para o alto – para o teleférico de seis estações, construído com recursos do governo federal, que começou a operar em julho de 2011. Olharam para além dos fios emaranhados, das lojas, dos mototáxis, do lixo, das pipas, das lajes e das casas de tijolo exposto. Pensaram em turistas – mas não em apenas levá-los para um simples passeio de teleférico.</p>

<p>No domingo passado, foi a primeira vez que <a href="https://www.facebook.com/complexoalemao?fref=ts">Cleber e Marluce</a>, pais de um filho de treze anos, fizeram uma caminhada por uma parte grande do Alemão com um grupo de turistas, todos usando camisas vermelhas de fácil identificação. Após uma primeira parada em barracas de roupas, bijouterias e lembranças feitas na comunidade (boa parte de materiais reciclados), o percurso começou em uma das áreas mais pobres do complexo, o “Inferno Verde”. Os cicerones não queriam esconder nada.</p>
<p>Os turistas muitas vezes se preocupam, com razão, que os moradores de favelas possam ressentir a presença deles. Porém, Cleber valoriza a interação amigável e dá o exemplo, com apertos de mão, tapinhas nas costas e gritos de “Mengoooo”(uma partida aconteceria no final daquela tarde) gritos levados adiante em repetição pelo território, onde cães trotavam livremente e moradores jogavam sinuca, bebiam cerveja, ouviam música amplificada e faziam churrasco. Passando pelas ruas estreitas e por espaços abertos aparentemente aleatórios, descendo degraus irregulares, alguns visitantes arriscavam um “Tudo bem?”, recebendo um “Tudo bom!”, acompanhado de um sorriso.</p>
<p>“O pessoal acha que eu vou me candidatar,” Cleber comentou. “Mas, eu só quero – eu quero – é viver!”</p>

<p>O Alemão já presenciou muitas mortes, em batalhas entre traficantes rivais e entre os traficantes de droga e a polícia. Localizado nas proximidades do aeroporto internacional e de rodovias importantes, o complexo por muito tempo funcionou como um depósito de armas e drogas. À medida que a pacificação avançou na Zona Sul em 2009 e 2010, o Alemão tornou-se um refúgio para chefes do tráfico em fuga.</p>
<p>Apesar da atração das vistas fantásticas do teleférico, tanto da vida na favela (do alto) quanto da cidade que se estende entre os morros e a Baía de Guanabara, o Complexo do Alemão tem sido uma complicação para a polícia do Rio e para os serviços municipais.” A Comlurb vem dia sim, dia não – quando eles querem,” afirma Cleber.</p>

<p style="text-align:left;" align="center">Apenas uma semana antes do passeio organizado por Cleber, para estudantes e docentes do programa de estudos internacionais em campo Greehey, de MBA, da universidade texana <a href="https://www.stmarytx.edu/academics/business/" target="_blank">St. Mary&#8217;s </a>, a polícia matou um suposto traficante de drogas, levando comerciantes locais a fecharem as portas por dois dias. Disseram que era ordem de um chefe do tráfico &#8212; uma demonstração de luto, como se fazia antigamente, antes da pacificação. Em resposta a esse e a outros episódios de violência, a polícia  <a href="http://oglobo.globo.com/rio/pm-vai-aumentar-efetivo-em-complexos-8519566" target="_blank">reforçou a presença e a coleta de inteligência no local.</a></p>

<p>Apesar das dificuldades da pacificação, alguns moradores estendem a mão – para turistas e para novas oportunidades de negócios. Os cicerones Cleber e Marluce fizeram parceria para constituir a empresa &#8220;<a href="http://turismonoalemao.com/" target="_blank">Turismo no Alemão</a>&#8221; com os guias Wagner Medeiros e Daniel Brandão, que ajudam a fazer a conexão entre “asfalto” e “morro”, como os cariocas designam as partes formais e informais da cidade.</p>

<p style="text-align:left;" align="center"><span style="line-height:1.5;">A pacificação permitiu que Marcelo Ramos e Gabriela Romualdo ousassem. &#8220;Um bistrô de cerveja na favela – por quê não?” ele pergunta. Um dia quando estava consertando o telefone de um bistrô de cerveja no Centro do Rio, Marcelo descobriu a nova onda de micro-cervejarias. Assim que ele terminou o serviço, o gerente do bistrô lhe ofereceu uma cerveja… E, agora, onde era a garagem do sogro dele, Marcelo mapeia o gosto do cliente e enche copos como um veterano. O bistrô do Centro colocou ele em contato com fornecedores. </span></p>
<p style="text-align:left;" align="center"><span style="line-height:1.5;">&#8220;Metade da minha clientela é de moradores; a outra metade, turistas,” ele diz. “Os moradores tomam uma cerveja mais cara e depois bebem algo como Antártica Original. Pra mim tá ótimo.”</span></p>
<p>Assim como Cleber, Marcelo recebeu treinamento do <a href="http://www.sebrae.com.br/uf/rio-de-janeiro" target="_blank">Sebrae-RJ</a>, que, custeado pela industria fluminense, a FIRJAN,<span style="line-height:1.5;"> ajuda pequenos empreendimentos. Após reformar a garagem por conta própria, Marcelo instalou ar condicionado e toldos, com os recursos de um empréstimo oficial a custo zero.</span></p>
<p>Há cinco meses, quando ele inaugurou o negócio, o lixo era um problema, assim como é para muitos moradores do Alemão. Apesar de ter plantado árvores e arbustos ao longo de um muro em frente ao <a href="https://www.facebook.com/BistroEstacaoRR" target="_blank">Bistrô Estação R &amp; R</a>, para colocar mesas onde os fregueses pudessem beber, comer os deliciosos croquetes e apreciar música ao vivo (Jazz, Blues e MPB), os vizinhos ainda jogavam lixo.</p>

<p style="text-align:left;" align="center">A Pacificação começou há quatro anos e meio, em novembro de 2008. As Unidades de Polícia Pacificadora agora chegam a 33, com mais algumas a serem implantadas em breve no Complexo da Maré – e com o objetivo de atingir 40 até o final do ano.</p>
<p style="text-align:left;" align="center">A reeleição de Sérgio Cabral, no primeiro turno, em 2010, ocorreu devido ao êxito de seu governo em <a href="http://riorealblog.com/2012/07/29/pacification-saves-lives-the-first-full-blown-impact-study/" target="_blank">reduzir a violência urbana.</a> Eduardo Paes, o <a href="http://www.nytimes.com/2013/05/28/world/americas/brazil-mayor-punches-resident-in-face.html?_r=0" target="_blank">prefeito que os cariocas adoram odiar</a>, também foi reeleito em primeiro turno no ano passado – em grande parte devido à virada que a pacificação viabilizou.</p>
<p>É provável que o sucessor do governador, que será eleito no próximo ano, mantenha a pacificação de alguma forma.</p>
<p>Problemas espinhosos persistem, em áreas como <a href="http://riorealblog.com/2013/05/16/irresponsabilidade-no-rio-no-ceu-na-terra-e-ate-mesmo-debaixo-da-terra/" target="_blank">governança policial</a>, corrupção, <a href="http://riorealblog.com/2012/09/04/treinamento-policial-revolucao-nas-fileiras-e-acima/" target="_blank">treinamento </a>e o recrutamento, em uma economia com baixos níveis de desemprego. É importante lembrar que até o ano passado, os  policiais não recebiam pagamento por horas extras – a mesma situação das empregadas domésticas.</p>
<p>Também há novos desafios de segurança pública na agenda cheíssima do Rio de Janeiro, tais como a visita do Papa em julho e a Copa das Confederações da FIFA no mês que vem.</p>
<p>No Alemão, o teleférico, <a href="http://cities-today.com/2013/03/the-search-for-alternative-transport-solutions/" target="_blank">inspirado em algo similar construído em Medellín, Colômbia</a>, e apenas o primeiro de vários a serem instalados no Rio, <a href="http://ultimosegundo.ig.com.br/brasil/rj/construido-por-r-210-mi-teleferico-do-alemao-custa-r-670-ao-rio/n1597668033588.html">teria custado R$ 21o milhões</a>. Muitos cariocas reclamam que atende somente àqueles que moram perto das estações e que os recursos poderiam ser melhor utilizados se fossem empregados em escolas e crêches. O Alemão só tem uma escola pública; a maioria das crianças precisa sair da favela para frequentar aulas.</p>

<p style="text-align:left;" align="center"><span style="line-height:1.5;">Com esses problemas pendentes, não é sem motivo que o Marcelo, do Bistrô, se mantenha no emprego, apesar de ter recebido muita </span><a style="line-height:1.5;" href="http://economia.uol.com.br/noticias/redacao/2013/05/27/bar-em-favela-do-rio-vende-cerveja-artesanal-e-petisco-chique-a-gringo.htm" target="_blank">atenção da imprensa.</a></p>
<p style="text-align:left;">Por enquanto, pode ser que um dos maiores benefícios da pacificação seja a conexão entre cariocas das favelas e os da cidade formal &#8212; e também com turistas. Sem tal conexão, fica impossível descobrir as semelhanças e diferenças que nos aproximem e que apimentam nossas vidas. Tal descoberta é crucial para que o asfalto e o morro se unam em uma cidade justa.</p>
<p>&#8220;Nossa visita ao Alemão foi o melhor dia da nossa viagem,&#8221; disse um dos estudantes da St. Mary&#8217;s, que também passaram uma semana em Curitiba. &#8220;Vou me lembrar desse dia pelo resto da minha vida.” Diretores da instituição estão pensando em formas de estabelecer parcerias com pequenas empresas nas favelas do Rio; alguns alunos têm vontade de voltar para ensinar Marcelo a produzir sua própria cerveja.</p>

<p><strong>Pacification is sometimes shaky, but these cariocas are betting on it</strong></p>
<p>Marcelo Ramos, 38, is a telephone repairman whose wife, Gabriela Romualdo, worked in human resources&#8211; and whose dad, Gabriel, had an empty garage on his hands. Cleber de Araújo Santos, 37, managed part of an auto repair outfit for city and state vehicles. His wife, Marluce Maria de Souza, 31, owned a hair salon. They all live in the huge stretch of favelas, housing about 400,000 cariocas, called Complexo do Alemão.</p>
<p>Pacification &#8212; though still patchy there &#8212; has changed their prospects.</p>
<p>&#8220;Busloads of people used to come here for the funk dances,&#8221; says Marluce. &#8220;The women would come to my salon, have their hair and makeup done, then go to a friend or relative&#8217;s house to change into party clothes.&#8221;</p>
<p>The dances, a drug-fueled bread-and-circus held <span style="line-height:1.5;">by the druglord, took place every night and lasted into the morning hours.  &#8221;I almost never cooked lunch,&#8221; recalls Marluce. &#8220;People would buy meat, set up barbecues in the street,and invite everyone to eat. There was a grill about every fifty meters.&#8221;</span></p>

<p>The Brazilian army invaded Alemão in November 2010, in response to a series of vehicle torchings around the city. In mid-2012, soldiers handed the territory over to the pacification police.</p>
<p>The beauty salon took a nosedive. Marluce and Cleber say that, although the drug business is still active, the money flowing in Alemão began to dwindle. So they looked up &#8212; at the six-station cable car system, built with federal funds, which began running in July 2011. They looked beyond the favelas&#8217; tangled electric wires,  shops, motorcycle taxis, trash, kites, terraces and handmade homes. They thought about tourists &#8212; but not with the idea of taking them for a simple cable car ride.</p>

<p>Last Sunday was the first time that <a href="https://www.facebook.com/complexoalemao?fref=ts">Cleber and Marluce</a>, who have a 13-year-old son, walked a group of tourists through a large part of Alemão, all wearing easily identifiable red t-shirts. After an initial stop at booths selling locally made (often from recycled materials) clothing, jewelry and souvenirs, the route began with one<span style="line-height:1.5;"> of the complex&#8217;s poorest areas, &#8220;Inferno Verde&#8221;, or &#8220;Green Inferno&#8221;. The guides wanted to hide nothing.</span></p>
<p>Tourists often worry, with reason, that favela residents will resent their presence. But Cleber values friendly interaction, and plays the role of model, shaking hands, clapping backs, and shouting &#8220;Mengo&#8221;, which, with a Flamengo game in the offing that afternoon, repeated through the territory, where dogs trotted freely and residents played pool, drank beer, listened to amplified music and barbecued meat. Passing through narrow streets and apparently random open spaces, climbing  down irregularly poured concrete steps, some of the visitors tried out a <em>Tudo Bem?</em>, sparking the requisite response, <em>tudo bom &#8212; </em>uttered with a smile.</p>
<p>&#8220;People think I&#8217;m going to run for office,&#8221; Cleber commented. &#8220;But I just want&#8211; I want&#8211; life!&#8221;</p>

<p>Alemão has seen a lot of death, in battles among drug traffickers, and between traffickers and police. Close to the international airport and highways, it long functioned as a depot for weapons and drugs. As pacification progressed in the South Zone in 2009 and 2010, Alemão became a place of exile for druglords on the run.</p>
<p>Despite its appeal, with stunning views from cable cars, both of favela life from above and of the city as it spreads between mountains and Guanabara Bay, the Complex has proven to be quite complicated for Rio police and city services. &#8220;Comlurb (the city trash company) comes every other day &#8212; when they feel like it,&#8221; says Cleber.</p>

<p>Only the week before Cleber&#8217;s red-shirted excursion, for MBA students and faculty from <a href="https://www.stmarytx.edu/academics/business/" target="_blank">St. Mary&#8217;s University</a>&#8216;s Greehey MBA International Field Study program<span style="line-height:1.5;">, police shot and killed an alleged drug trafficker, causing local merchants to shutter shops for two days. They said a drug boss had spread the message that they should do so, in mourning, just like in the old, pre-pacification days. In response to this and other, scattered, violence, police have <a href="http://oglobo.globo.com/rio/pm-vai-aumentar-efetivo-em-complexos-8519566" target="_blank">beefed up their presence and intelligence efforts</a>. </span></p>

<p>Despite the difficulties of pacification, residents are reaching out&#8211; to tourists and to new business opportunities. Hosts Cleber and Marluce have partnered to form the company &#8220;<a href="http://turismonoalemao.com/" target="_blank">Turismo no Alemão</a>&#8221; with tour guides Wagner Medeiros and Daniel Brandão, who help make the connection between &#8220;asphalt&#8221; and &#8220;hill&#8221;, as cariocas denote the formal and informal parts of the city.</p>

<p>Pacification allowed<span style="line-height:1.5;"> Marcelo Ramos and Gabriela Romualdo to dare. &#8220;A beer bistro in a favela &#8212; why not?&#8221; he asks. Marcelo discovered micro-brewed beer one day when he fixed the phone at a beer bistro in downtown Rio. Once the job was done, the manager offered him a beer&#8230; and now, </span>in what used to be his father-in-law&#8217;s garage, he maps clients&#8217; tastes and<span style="line-height:1.5;"> pours like a pro. The downtown bistro hooked him up with suppliers. &#8220;Half of my clientele is local, half tourists,&#8221; he says. &#8220;The locals will drink one more expensive beer, and then switch to something like Antártica Original. That&#8217;s okay with me.&#8221; </span></p>
<p><span style="line-height:1.5;">Like Cleber, Marcelo received training from <a href="http://www.sebrae.com.br/uf/rio-de-janeiro" target="_blank">Sebrae-RJ</a>, which helps small business, through funding from industry in the state of Rio. After remodeling the garage himself, Marcelo installed air conditioning and awnings, with the aid of a zero-interest government loan.  As for many other Alemão residents, trash was a problem when he first started out &#8212;  five months ago. Though he&#8217;d planted trees and shrubs along a wall across the street from the <a href="https://www.facebook.com/BistroEstacaoRR" target="_blank">Bistrô Estação R &amp; R</a>, so he could put out tables where patrons could drink, eat delicious croquettes and appreciate the live music (jazz, blues and Brazilian popular music) he provides, neighbors still threw trash there.</span></p>

<p>&#8220;First I made fliers and handed them out in the neighborhood,&#8221; he recalls. &#8220;Then, I hid in my car and caught them in the act!&#8221;</p>

<p>Pacification began four and a half years ago, in November 2008. Police pacification units now tally 33, with more on the way for another complex of North Zone favelas, in Maré &#8212; and a goal of 40, total, by next year. The 2010 gubernatorial election saw Sérgio Cabral reelected in the first round of voting on the basis of his success in <a href="http://riorealblog.com/2012/07/29/pacification-saves-lives-the-first-full-blown-impact-study/" target="_blank">bringing down urban violence</a>. Eduardo Paes, the <a href="http://www.nytimes.com/2013/05/28/world/americas/brazil-mayor-punches-resident-in-face.html?_r=0" target="_blank">mayor that cariocas love to hate</a>, was also reelected in one round of voting, last year &#8212; to a great extent on the basis of a turnaround that pacification made possible.</p>
<p>It&#8217;s likely that the governor&#8217;s successor, to be elected next year, will continue pacification in some form.</p>
<p><span style="line-height:1.5;">Thorny problems remain, in areas such as </span><a style="line-height:1.5;" href="http://riorealblog.com/2013/05/12/reckless-rio-in-the-air-on-the-ground-and-even-under-the-earth/" target="_blank">police oversight</a><span style="line-height:1.5;">, corruption, </span><a style="line-height:1.5;" href="http://riorealblog.com/2012/09/04/police-training-revolution-in-the-ranks-and-above/" target="_blank">training </a><span style="line-height:1.5;">and general manpower needs in a low-unemployment economy. It is well to remember that until last year, police didn&#8217;t receive overtime pay&#8211; the same as domestic workers.</span></p>
<p>There are also many new public safety challenges on Rio de Janeiro&#8217;s busy agenda<span style="line-height:1.5;">, such as the Pope&#8217;s visit this July and the FIFA Confederations Cup, next month.</span></p>
<p>In Alemão, the cable car system, <a href="http://cities-today.com/2013/03/the-search-for-alternative-transport-solutions/" target="_blank">inspired by something similar in Medellín, Colombia</a>, and only the first of several coming to Rio, <a href="http://ultimosegundo.ig.com.br/brasil/rj/construido-por-r-210-mi-teleferico-do-alemao-custa-r-670-ao-rio/n1597668033588.html" target="_blank">reportedly</a> cost about US$ 100 million equivalent. Many cariocas complain that it serves only those who live near the hilltop stations, and that the funds would have been put to better use for schools and daycare centers. Alemão has only one public school; most children must go outside the favela to get to class.</p>

<p>With such issues unresolved, it&#8217;s not for nothing that the Bistrô&#8217;s Marcelo hasn&#8217;t quit his day job, though he&#8217;s gotten tons of <a href="http://www.afterdarknetwork.co.uk/index.php/cities/item/480-bistro-estacao-r-r" target="_blank">press celebrating his establishment</a>.</p>
<p>So far, it could be that one of the greatest benefits of pacification are the connections that cariocas, both from favelas and the formal city, are now able to make, between themselves, and also with visitors from outside Rio de Janeiro. Without such connection, it&#8217;s impossible to discover the similarities and differences that bring us together and spice up our existence. Such discovery is central to bringing the asphalt and the hills of Rio into one united and just city.</p>
<p>&#8220;Our visit to Alemão was the best day of our whole trip,&#8221; said one of the St. Mary&#8217;s students, who spent a week in Curitiba as well. &#8220;I will remember it for the rest of my life.&#8221; School administrators are thinking of ways to partner with small businesses in Rio&#8217;s favelas; some students would like to come back and teach Marcelo how to brew his own.</p>

<p><a href="http://oglobo.globo.com/rio/apenas-quatro-empresarios-concentram-um-terco-do-transporte-rodoviario-no-rio-8417193">The sixth in a series of articles</a> about Rio de Janeiro buses, “<em>Máquinas mortíferas</em>”, or &#8220;Killing machines&#8221; published today, reveals why passenger comfort and safety have so long been neglected: “&#8230; bus transportation in Rio is still concentrated in few hands”. The paper adds that the bidding for bus concessions that took place three years ago, instead of modernizing one of the city&#8217;s worst flaws, simply put new makeup on an already existing system.</p>
<p>Cartels and monopolies are common in Brazil, and are usually well-connected to governments and the media. They&#8217;re at the center of the country&#8217;s worst problems. And when the difficulties generated by their inherent inefficiency become unbearable, we face the urgent challenge of changing them.</p>
<p>Globo&#8217;s previous articles in the series show that:</p>
<ul>
<li>Bus contract provisions, such as restrooms for employees and user &#8220;regularity, continuity, efficiency, safety, comfort and courtesy&#8221;, <a href="http://oglobo.globo.com/rio/contrato-de-empresas-de-onibus-do-rio-obra-de-ficcao-8405273">aren&#8217;t fully met</a>.</li>
<li>Given the scarcity of drivers, because of labor demands in construction in Rio, , <a href="http://oglobo.globo.com/rio/deficit-de-motoristas-de-onibus-no-rio-leva-empresas-contratarem-profissionais-com-pouca-pratica-8380654">companies have reduced job requirements and curtailed training</a>.</li>
<li>The city <a href="http://oglobo.globo.com/rio/prefeitura-tem-40-agentes-para-inspecionar-9-mil-onibus-33-mil-taxis-4-mil-veiculos-de-fretamento-8392436">has nowhere near enough manpower to check up on buses</a>.</li>
<li>Driver fines are rarely paid and <a href="http://oglobo.globo.com/rio/multas-por-excesso-de-velocidade-dos-onibus-sobem-270-em-cinco-anos-8370314">drivers aren&#8217;t held responsible</a>.</li>
<li><a href="http://oglobo.globo.com/rio/atropelamentos-de-pedestres-por-onibus-cresceram-43-no-rio-desde-2008-8365638">The number of people run over by buses really is increasing</a>.</li>
</ul>
<p>For cariocas, none of this is new. <a href="http://veja.abril.com.br/280198/p_064.html">This article</a> in <i>Veja </i>magazine, in 1997, reveals a subsidy that bus companies are said to have received in Belo Horizonte if they failed to make a profit, a mechanism which could also explain the large number of empty buses in the South Zone, while passengers pile up in the West and North Zones.</p>
<p>The mega-events changed everything. Suddenly, Rio is attracting more tourists, more investment, greater foreign scrutiny &#8212; and more executives, foreign and Brazilian (coming home after long periods spent abroad), who bring new expectations with them. Also, economic growth has allowed cariocas to experience greater contact with life in other cities.</p>
<p>When a Rio native returns from a trip abroad, <a href="http://riorealblog.com/2012/10/04/can-funk-bring-rio-together/" target="_blank">one of his first comments is almost always about public transportation in some foreign city</a> &#8212; which seems like a dream.</p>
<p>And thus began a shakeup, which gained force with the tragic gang rape of a foreign student last month, in a van she caught in Copacabana.</p>
<p>Vans are a result of the fact that the transportation system is a cartel. If we had a public transportation system directly run by the city, responsibly; or if we had a public transportation system made up of several concessions, won in a transparent and fully competitive bidding process (according to today&#8217;s piece in <em>O</em> <i>Globo</i>, some bidders dropped out three years ago because the process was basically a setup), buses would serve cariocas&#8217; real needs. Vans wouldn&#8217;t be necessary.  Traffic would be less congested.</p>
<p>This must have been obvious to city administrators for quite some time. But&#8211; how to face down the powerful bus and van fleet owners? The city started by way of changes that would be easier to impose, such as the dedicated bus and taxi lanes, the BRSes; and the exclusive roadways for articulated buses, the BRTs.</p>
<p>The gang rape, and those that came to light subsequently, probably served as an excellent excuse to <a href="http://oglobo.globo.com/rio/codigo-disciplinar-para-vans-entra-em-vigor-no-rio-8417139">embark on true reform</a>.</p>
<p>Now we know the names of the owners of Rio&#8217;s bus fleets, names only whispered in the 1990s and 2000s, because they were kidnapping targets, with their easy access to large quantities of cash.</p>
<p>Public transportation in Rio de Janeiro is just one area among many that demand urgent reform – in the city and the country as a whole. Sadly, reform usually occurs here only after a tragedy or under pressure from newcomers. At least, with today&#8217;s piece in <i>O Globo</i>, we can be sure that the wind has at last <span style="line-height:1.5;">begun to blow in the passenger&#8217;s favor.</span></p>

<p><em><b>O Globo</b></em><b> </b><strong>abre caminho para uma reforma no sistema de ônibus</strong></p>
<p><a href="http://oglobo.globo.com/rio/apenas-quatro-empresarios-concentram-um-terco-do-transporte-rodoviario-no-rio-8417193">A sexta de uma série de reportagens</a> sobre os ônibus do Rio de Janeiro, “Máquinas mortíferas”, publicada hoje, revela o que está por trás do descaso pelo conforto e segurança dos passageiros: “[...] o transporte rodoviário do Rio ainda se concentra em poucas mãos”. O jornal ainda relata que a licitação das linhas de ônibus que houve há três anos, ao invés de renovar uma das piores mazelas da cidade, apenas maquiou o que já existia.</p>
<p>Comuns no Brasil, os cartéis e monopólios, que geralmente andam, por gerações, de mãos dadas com os governos e os veículos de comunicação, estão no centro dos maiores problemas do país. E, quando os problemas gerados pela ineficiência inerente deles se tornam insuportáveis, surge o desafio urgente de desfazer o quadro.</p>
<p>As reportagens anteriores do jornal carioca mostraram que:</p>
<ul>
<li><a href="http://oglobo.globo.com/rio/contrato-de-empresas-de-onibus-do-rio-obra-de-ficcao-8405273">Não são plenamente cumpridas</a> as provisões dos contratos das empresas de ônibus com o município, tais como banheiros para os funcionários e “regularidade, continuidade, eficiência, segurança, conforto e cortesia” para os usuários.</li>
<li>As empresas, face à escassez de motoristas, por causa da demanda por mão de obra por parte do setor de construção no Rio, <a href="http://oglobo.globo.com/rio/deficit-de-motoristas-de-onibus-no-rio-leva-empresas-contratarem-profissionais-com-pouca-pratica-8380654">reduziram os pré-requisitos e o período de treinamento</a> para os motoristas.</li>
<li>A prefeitura <a href="http://oglobo.globo.com/rio/prefeitura-tem-40-agentes-para-inspecionar-9-mil-onibus-33-mil-taxis-4-mil-veiculos-de-fretamento-8392436">carece de mão de obra para fiscalizar os ônibus</a>.</li>
<li>As multas que os motoristas de ônibus ocasionam raramente são pagas, e <a href="http://oglobo.globo.com/rio/multas-por-excesso-de-velocidade-dos-onibus-sobem-270-em-cinco-anos-8370314">os motoristas não são responsabilizados</a>.</li>
<li>De fato, <a href="http://oglobo.globo.com/rio/atropelamentos-de-pedestres-por-onibus-cresceram-43-no-rio-desde-2008-8365638">cresce o numero de atropelamentos por ônibus</a>.</li>
</ul>
<p>Para os cariocas, nada disso é grande novidade. <a href="http://veja.abril.com.br/280198/p_064.html">Esta matéria</a> da revista <i>Veja</i>, de 1997, explicita até um subsídio que as empresas teriam recebido em Belo Horizonte se andassem com prejuízo, o que pode também explicar a quantidade de ônibus vazios na nossa Zona Sul, enquanto sobram passageiros nas Zonas Oeste e Norte.</p>
<p>Os mega eventos mudaram tudo. De repente, o Rio de Janeiro recebe mais turistas, mais investimento, maior escrutínio estrangeiro &#8212; e mais profissionais, estrangeiros e brasileiros, voltando de longos períodos no exterior, que trazem consigo expectativas novas. Também, o crescimento econômico levou o carioca a experimentar um maior contato com a vida em outras cidades.</p>
<p>Quando um nativo do Rio volta de uma primeira viagem ao exterior, <a href="http://riorealblog.com/2012/10/04/o-funk-pode-juntar-o-rio/">um de seus primeiros comentários é quase sempre sobre o transporte público</a> em alguma cidade estrangeira — que lhe parece um sonho.</p>
<p>Assim, já começou uma chacoalhada, que ganhou força com o trágico estupro, oito vezes, de uma estudante estrangeira, no mês passado, dentro de uma van que ela pegou em Copacabana.</p>
<p>As vans são resultado do fato de termos um sistema de transporte em forma de cartel. Se tivéssemos um sistema de transporte público diretamente administrado pelo município, com responsabilidade; ou se tivéssemos um sistema de transporte público composto de várias empresas concessionárias, vencedoras de uma licitação transparente e plenamente competitiva (de acordo com a matéria de hoje do <i>Globo</i>, algumas empresas caíram fora da licitação que houve há três anos, justamente por se tratar de um jogo feito), os ônibus atenderiam às necessidades verdadeiras dos cariocas. As vans não seriam necessárias. O trânsito seria menos congestionado.</p>
<p>Para quem administra a cidade, tudo isso deve estar bem claro, faz tempo. Mas como enfrentar a força dos donos de ônibus e das vans? Começou-se com medidas menos difíceis de resistir, como os BRS, as pistas dedicadas aos ônibus e táxi; e os BRT, as vias exclusivas, trafegadas por ônibus articulados.</p>
<p>O estupro serial da estudante, e aqueles que vieram à tona depois disso, provavelmente serviram de uma ótima desculpa para <a href="http://oglobo.globo.com/rio/codigo-disciplinar-para-vans-entra-em-vigor-no-rio-8417139">começar a reforma para valer</a>.</p>
<p>Agora sabemos os nomes dos donos das frotas de ônibus no Rio de Janeiro, nomes que quase não se pronunciavam nos anos 1990 e 2000, porque eram alvos de sequestro por terem acesso fácil a grandes quantias de dinheiro vivo.</p>
<p>O transporte público no Rio de Janeiro é apenas uma questão, entre muitas, que necessitam urgentemente de reforma – na cidade e no país como um todo. Tristemente, as reformas aqui costumam acontecer apenas quando acontece uma tragédia ou sob a pressão de atores recém-chegados à cena. Pelo menos, com a reportagem de hoje pelo jornal <i>O Globo</i>, podemos ter certeza de que o vento mudou, a favor do passageiro, finalmente.</p>
